Ethiopia Appoints Caretaker Government in Tigray, Sets Six-Month Election Deadline

Ethiopia's Prime Minister Abiy Ahmed has appointed a caretaker government in Tigray with a six-month election deadline as renewed fighting, mass displacement and tensions with Eritrea raise concerns across the Horn of Africa.

Ethiopia's Prime Minister Abiy Ahmed has appointed a caretaker government to stabilise the northern Tigray region and prepare for elections within six months, following renewed fighting between a rebel alliance and federal troops that has reignited fears of a wider conflict in the Horn of Africa.
The Tigray People's Liberation Front (TPLF) launched an offensive against Abiy's government last month, reviving a conflict that killed hundreds of thousands of people between 2020 and 2022.
The renewed fighting has also led to a breakdown in relations between Ethiopia and neighbouring Eritrea. Addis Ababa has accused Asmara of supporting the rebels, an allegation that Eritrea denies.
The TPLF, Tigray's ruling party, dominated Ethiopian politics for decades before Abiy took office in 2018. Since the latest fighting erupted, Ethiopia's military and a pro-government militia have made significant advances, taking control of large parts of Tigray, including the regional capital, Mekelle.
According to Abiy's office, the temporary administration will remain in office for six months, with the aim of establishing a stable political environment for free and transparent elections within that period.
In a statement posted on X, Abiy said the people of Tigray must move beyond the recurring cycle of violence to achieve peace, secure their right to self-administration and access development opportunities that have remained out of reach for many years.
"To attain the peace that has long eluded them, to secure their right to self-administration, and to finally enjoy the fruits of development — which have been out of reach for many years — the people of Tigray must break free from this cycle of conflict," Abiy said.
The caretaker administration will also focus on repairing damaged infrastructure and helping displaced people return to their homes, the prime minister said.
A spokesperson for the TPLF did not immediately respond to a request for comment.
Tigray continues to face the humanitarian consequences of the previous war, which pushed hundreds of thousands of people into famine. According to the UN refugee agency, around 750,000 Tigrayans remained internally displaced as of February. The region is also facing drought linked to El Nino.
The latest escalation has raised concerns that instability could spread beyond Ethiopia's borders, adding to tensions across the fragile Horn of Africa, where regional powers are competing for influence.
Besides Eritrea, Ethiopia's government has accused Egypt and Sudan of supporting the rebel alliance. Both countries have denied the allegations.
The six-month caretaker administration is expected to play a central role in stabilising Tigray, addressing displacement and infrastructure damage, and preparing the region for elections as renewed fighting threatens an already fragile humanitarian and regional security situation.
